SECRETARY

MOHENDER SINGH MEHRA

  • He was born on 4th April, 1958 in the village Teekli of Gurugram, Haryana. Being the youngest of three children and due to lack of resources at home, he used to walk to his school situated 6 km away from his home till he graduated from the school. Unperturbed by such difficulties, he powered through to complete his graduation from the Government college of Gurgaon, cycling 34 km every day.
  • His tenacity took him to Delhi University, where he graduated with the LL.B. degree in 1981, following which, he graduated with his Masters in Social Work from DU in 1983, setting him down the long, arduous and never-ending journey of doing whatever it takes to ensure social equality for all.
  • He began his practice as an advocate in 1983 in Delhi and within 3 years he was selected as a Public Prosecutor in the Indian Railways. Due to his excellent performance in his duties, his services were sought after in numerous locations across Northern India and he was posted across multiple cities in Rajasthan, Punjab, Haryana, UP and Delhi. He had a 94% conviction rate – the highest achievement ever recorded in the Northern Railways at the time also commended by the Zonal Railways.
  • Eventually, being promoted as Assistant Security Commissioner in the UPSC batch of 2001, he ventured into Western Railway in Bombay. His tremendous performance took him places all across India and some that even tried to diminish him in obscurity such as in Tundla, UP – one of India’s most notorious jurisdiction infested with crime and criminals. But he stood tall against the face of all adversity and was entrusted with the responsibility of passenger security, as the Security Commissioner for the Northern Railway. Later, his work excellence got him promoted to Senior Divisional Security Commissioner and within a span of twelve years, he was posted in multiple cities across Punjab, Rajasthan, Haryana, UP and Bihar. He was finally posted in Delhi for the last 4 years of his service as Deputy Chief Security Commissioner for the Northern Railways and superannuated on 30th April, 2018.
  • Being the juggernaut in safety and justice, he was conferred myriad awards including the Divisional, Zonal & National Awards, Passenger Security Shield (the highest honor in his department), the Indian Police Medal from then Hon’ble President Pratibha Patil, and numerous commendation certificates from Heads of Departments and other organizations on national and international (the International Union of Railways) levels.
  • Unperturbed by his heavy responsibilities, he continued to perform voluntary services for the upliftment of socially and economically weaker communities, which he is still doing. Post his retirement, he is a practicing advocate and is also working as a Director-cum-Legal Advisor in the Rural Development Society, a non-governmental organization.
  • His life goal is to eradicate social inequality by effective means – firstly, by creating awareness of constitutional rights to the semi-literate, backward and downtrodden communities of rural India; and secondly, by providing free legal services to the economically weaker sections of the society – in essence, helping them to achieve their means towards upward mobility. Compared to his peers, he has maintained his unique perspective of achieving by working on the field directly and uplifting people by drawing out their own self-confidence.
  • He intends to do this for a very long time, and hence can always be spotted running and walking long distances, twice every day without fail.
  • He is bearing the responsibilities of Secretary of the SIAACBC.
