- He was born on First July, 1949 in village Allika in District Palwal, Gurugram. He completed his primary and middle education in his village and three years Secondary Education from Sr. Sec. School, Palwal. He joined B.A. Part I from S.D. College, Palwal but he had to leave his education midway to support his family including wife who joined him when he was in B.A. Part I, though he was married in his childhood when he was a student of 9th class. Initially, he worked as a Clerk in DESU, later on he completed his B.A. from Government Nehru College, Faridabad and LL.B. from Evening Law Center, Delhi University in the year 1976 and LL.M. from Kurukshetra University while serving in Judiciary. Subsequently he joined as LCA in Lok Sabha Secretariat in 1980 and finally joined Haryana Judicial Service in 1985. As LCA he served Parliamentary Committee for the Welfare of the SCs and STs.
- He performed his duties in the capacity of Sub-Judge, Civil Judge, Judicial Magistrate, Rent Controller and Chief Judicial Magistrate in Haryana State Judicial Service up to 2001 and in the capacity of Additional District Judge, Additional Sessions Judge, Special Judge, Motor Accident Claim Tribunal, etc. in Haryana State Superior Judicial Service up to 2009. After his superannuation, he joined Consumer Dispute Redressal Forum (Consumer Court) of South District of Delhi in the year 2010 and finally retired in the year 2014.
- He is a trained Judicial Mediator and as Arbitrator. He attended many workshops and conferences organized by National Judicial Academy, Bhopal.
- He has been devoting his valuable times while bearing the responsibilities and performing his duties as Vice President of SIAACBC and Chairman of AABC Law Reporter. He hopes that this society has capabilities to tremendously change the status of the disadvantageous and under privileged section of the society.
